SUBJECT: INSPECTION REPORT 50-334/92-25 AND 50-412/92 25

This letter transmits the report of the inspection conducted by Mr. J. E. Beall and other NRC

personnel, during October 26-30,1992, at the Beaver Valley Power Station in Shippingport,

Pennsylvania. Mr. Beall discussed the fmdings with you and members of your staff at the

conclusion of the inspection on October 30,1992.

This inspection was directed toward areas important to public health and safsty. The

inspection reviewed the adequacy of the design and procedures used to mitigate a fire

postulated in the cable spreading room directly below the control room of either Beaver -

Valley unit. ' The intent was to gain a high confidence that the operators and equipment

would successfully respond to a cable spreading room fire and safely shut down the affected

unit. The inspection consisted of selective examinations of design calculations, installed

,

equipment, operating procedures, interviews with personnel, and observations by inspec: ors.

Overall,~ the inspectors conclu6ed that the Beaver Valley design and procedures were adequate

to achieve safe shutdown following a cable spreading room fire, The inspectors' review of

your probabilistic risk assessment identified that certain planned actions, although not

- violating regulatory requirements, appeared to substantially increase certain aspects of overall

risk, I recommend further attention to this area to determine if there are measures which

could minimize tn? apparent risk.
