Thompson, Chief, OSB, DEL MCMTICELLO ENERGINCY F1AN In 1969, Northere States Power Company submitted a description of its Emergency Plan as part of its FSAR in Sostion 13. the description in the FSAR states that en organized emergency plan has been written and it will be an integral part of the Operations Manual.
The FSAR description does met satisfy the requirements of Appendia E to 10 CFR in a number of areas. Following are eamsyles of unanswered quoseions:
e Have agreements with local and state authorities been confirmed in writing?
Will semi-sammal drilla teclude a check of ecumsmatestions with pereens outside the Itceasee's organisaties?
Are preplanned decisiemal aids (suah as memographs er isopleths) available for use by personnel responsible for decision asking in evaluation of preteetism measurest MSP should be required to resuhait their Emergency Plan.
In order for it to be acceptable, it amst satisfy all the regairessats of Appendix E.
Compliance with the provisions of the associated Omide to the Preparation of meergemey Plans for Producties and Utilisaties Facilities will facilitate meeting these requirements.
