SUPJECT: REQUIRED ACTIONS BASED ON GENERIC IMPLICATIONS OF SALEM ATWS EVENTS (GENERIC LETTER 83-28) - RESOLUTION OF ITEMS 4.2.1 AND 4.2.2, PREVENTATIVE MAINTENANCE AND SURVEILLANCE PROGRAM Re:
Haddam Neck Plant On July (8, 1983, the Nuclear Regulatory Commission (NRC) issued Generic Letter GL) 83-28. This letter addressed intermediate-term actions to be taken by licensees and applicants aimed at assuring that a comprehensive program of preventative maintenance and surveillance testing is implemented for the reactor trip breakers in pressurized water reactors.
In particular, Item 4.2 of the letter required licensees and applicants to submit a description of their preventive maintenance and surveillance program to ensure reliable reactor trip breaker operation.
By letters dated November 8, 1983, March 16, 1984 and February 1, 1985, Connecticut Yankee Atomic Power Company submitted responses that described the preventive maintenance and surveillance program for the reactor trip breakers at the Haddam Neck Plant. The staff has reviewed these responses and concludes that the licensee's programs satisfy the current requirements for Items 4.2.1 and 4.2.2 of GL 83-28 and are acceptable. A copy of ou: safety evaluation is enclosed.

Should such testino be required, additional infonnation may be needed to describe the preventive maintenance and surveillance testing program...Opr findings on the need for online testing of the bypass breakers and any additional naintenance or surveillance testing will be contained in our safety evaluation for Item 4.5.2 of GL 83-28.
