ACTIONS OF NORTHERN STATES POWER IN REGARD TO MINNESOTA Po1LUTION CONTROL AGENCY PERMIT FOR RADI0 ACTIVE WASTES.
On August 15, 1969 I spoke by telephone with Mr. C. J. Ross of Northern States Power (NSP) on some matters relating to the review status of the Monticello plant.
Mr. Ross volunteered some interesting infor-mation on NSP's latest stand in regard to meeting the requirements of the Minnesota Pollution Control Agency (MPCA) permit on radioactive wastes from the Monticello plant.
Mr. Ross said that at a meeting of the MPCA, held on August 11, 1969, NSP told the MPCA that it could not operate the Monticello plant in accordance with the radioactive effluent limits specified in the MPCA's Waste Disposal Peruit.
NSP requested that the entire section of the ncrmit on the "Special Conditions Relating to Radioactive Wastes" be deleted from the pernit.
Thus tha permit would apply only to convential wastes.
NSP told the MPCA that after a year of plant operation, it vould be willing to present then with pertinent operating end radioactive vaste data, with a view toward working out a new permit.
Further, Mr. Ross stated, that NSP told the MPCA that if it could not obtain redress from the requirements of the MPCA permit, it vould scch court action.
