QUALITY ASSURANCE PROGRAM Nuclear Reactor Laboratory University of Illinois at Urbana-Champaign ORGANIZATION The following chart is the administrative organization as given in the Technical Specifications.

CHART I Chairperson, Nuclear Engineering Executive Commi ttee Health Physics Office Nuclear Reactor Committee Reactor Health Physicist Reactor Supervisor Reactor Operations The Health Physics Staf f will have the responsibility for monitoring the packages as per the requirements of 10 CFR 20.205.

Transfer of the fuel elements will be under the direct supervision of the Reactor Supervisor and/or the Reactor Operations Supervisor.

Written procedures for the transfer will be approved by the Nuclear Reactor Committee.

The procedures will be made in format that should minimize any personnel exposures.

QUALITY _ ASSURANCE PROGRAM The scope of the Program is limited to the transfer of the fuel elements from the shipping cask to the bulk shielding facility. The time for this transfer should only be a few hours. The bulk shielding facility is a pool of water with a depth of 12 feet.

The horizontal dimensions are 8 ft x 9 ft.

The fuel elements will be placed in racks attached to the sides of the facility.

Quality control will be exercised primarily through the use of the written procedures. A check list will be utillzed to assure proper identification of the fuel elements and their locations in the bulk shielding facility.

INSTRUCTIONS, PROCEDURES, AND DRAWINGS An Operating Manual for BCL Radioactive Materials Shipping Package Model No. BMI-l has been received from the Northrop Corporation.

This contains pertinent drawings and schematics of the shipping casks.

It also contains l

written operating instructions for items to be completed when the package is received and for unloading the contents. These include radiation surveys and 7

p. 2 and smear tests for possible contamination.

Local written procedures will be used to move the fuel elements to a transfer cask and then to the bulk shielding facility.

DOCUMENT CONTROL Control shall be exercised over the following documents.

Inspection Procedures (4)

Transfer Procedures (5)

Fuel element identification and location Any changes to procedures must be approved and documented by the Reactor Supervisor or the Reactor Operations Supervisor.

INSPECTION AND TEST CONTROLS A check list will be made to assure that the items in this Program are properly completed.

This list and the results of surveys will be compiled with the records maintained at the Nuclear Reactor Laboratory.

CORRECTIVE ACTIONS lt is understood that it is the responsibility of the Illinois QC/QA to report any conditions detrimental to quality to the shipper.

Correction of such deficiencies is the responsibility of the shipper.

QUALITY ASSURANCE RECORDS Records on the transfer of the fuel elements will be kept a minimum of two years.

SNM transfer and Inventory records will be retained for the lifetime of the University of Illinois facility.

AUDITS The Nuclear Reactor Committee shall appoint a representative to perform an audit to determine the adequacy of the records generated during this transfer.

The records will be maintained at the Nuclear Reactor Laboratory.
