Docket No. 5 L. B. liigginbothan, Chief, Safety and Environmental Programs Branch, IE REVIEW OF EPA PLUME CTUDY AT MONTICELLO We have reviewed the draft EPA report, " Air Pathway Exposure Model Validation Study at the Monticello Nucicar Generating Plant," and our concents are enclosed. Portions of the Introduction concerning 10 CT).
Part 50 need to be revised to reflect the publication of Appendix I to 10 CFR Part 50. Those portions of the report concerning acteorological dispersion models are outside the scope of our review and, therefore, we have no coments on these aspects of the report.

" AIR PATilWAY EXPOSURE MODEL VALIDATION STUDY AT Tile MON 11 CELLO NUCLEAR GENERATING PLANT" 1.
Page 1, Paragraph.1 This paragraph should be revised to reflect the promulgation of Appendix I to 10 CFR Part 50 as follows:
"On May 5, 1975, the Nuclear Regulatory Commission (NRC) published in the ' Federal Register' Appendix I to 10 CFR Part 50 which provides numerical guides for light-water-cooled nuclear power reactors to keep radioactivity in effluents as low as reasonably achievabic.
Basically the proposed guides specify as design objectives for doses to individuals the values 3 mrem /yr from radioactive material in liquid effluents, 5 mrem /yr of external radiation from radioactive material in gaseous effluents, and 15 mrem /yr to any organ from l
radioiodine and radioactive materials in particulate form from all pathways of exposure."

Page 2, Last Paragraph The last sentence of thi's paragraph incorrectly implies that all licensees 'eport effluent releases in accordance with Regulatory Guide 1.21.
The sentence should be revised as follows:
"The gaseous effluent data provided by each reactor in accordance with plant Technical Specifications are used as the basic input data for this model."
