We have reviewed the licensee's proposed Environmental Technical Specifications, Section 2.4, pertaining to releases of radioactive materials from the facility. 'Ihe licensee has incorporated the recommendations from previous ETSD reviews of proposed Monticello Environmental Technien1 Specifications. We recommend that the Technical Specifications be adopted for interim use pending the availability of the " Standard Appendix I" Technical Specifications, currently under preparation.
