During the past two-year period, a number of reactor facility licensees using GE systems filed proprietary documents relating to the emergency core cooling system requirements of Appendix K to 10 CFR Part 50 and requested that they be withheld from public disclosure pursuant to Section 2.790 of 10 CFR Part 2.
Enclosed is a description of each of the proprietary documents, the names of the licensees filing them, the date on which they were transmitted to the Commission, and the facilities involved.
We have reviewed the justifications provided and the proprietary infor-mation contained in the documents on the enclosed list and concluded that there is not sufficient justification for our withholding this information from public disclosure. The basis for this conclusion is'that we feel it would be highly unlikely, if not impossible, for General Electric l
i competitors to utilize the results n' the calculations relating to the requirements specified in Appendix x to 10 CFR Part'50 to qualify their own design models since:
1.
developing a correlation from Le results of the analysis on a given plant design requires knowledge of many other parameters which would generally not be availt.b4 to the General Electric competitors; and 2.

g General Electric Company April 29, 1977 Therefore, based on your supporting information, we have determined, in accordance with 12.790 of the Commission's regulations in effect at the time your requests were made, that the ECCS information identified on the enclosed list, and requested to be withheld, is not proprietary.
Furthermore, withholding of the ECCS information in this situation is not in the public interest since there exists 'a strong need for the public to be fully apprised as to the bases for the Conmission's licensing actions.
Accordingly, thirty days from the date of this letter, the documents will be placed in the Public Document Room at 1717 H Street, N. W.,
Washington, D.
C., and in the various local public document rooms for the involved facilities.
If within thirty days of this letter you request withdrawal of the listed documents, they will not be placed in the public document rooms. However, should you withdraw these documents you should te aware that the infonnation contained therein was used in various licensing actions and that the Commission would consider its absence from the record to greatly impair the understanding of your ECCS analysis.
A copy of a letter on this matter being sent to each licensee involved is also enciased.
