Dear Mr. Antony:
This refers to the inspection conducted by Mr. H. A. Walker and
others of this office from November 9 through December 18, 1992.
The inspection included a review of authorized activities for
your Prairie Island Nuclear Power Station, Units 1 and 2.
The
findings were discussed with those members of your staff
identified in the enclosed report on December 11 and-18, 1992.
,
Areas examined _during the inspection are identified in the
,
'
report.
The inspection-included an assessment and evaluation of
concerns with the inspection and support activities including-
those associated'with the station blackout - electrical
safeguards upgrade.
Within these areas, we selectively examined
i
procedures, reviewed representative records for authenticity,
made observations, and conducted interviews with your personnel.
Based on the results of this inspection, certain of your
activities appeared to be in violation of NRC requirements, as
specified in the enclosed Notice of Violation (Notice).
The
violation-is of concern because weaknesses in your quality
assurance program allowed inspection personnel to be certified
with inadequate or questionable expertise and experience.
Additional NRC inspection of hardware installation-identified no
significant discrepancies,

You are required to_ respond-to this letter and should follow the
instructions'specified in the enclosed Notice when preparing your
response.
In your response, you should document the specific
actions taken and any additional actions you plan to prevent
recurrence.
After reviewing your response to.this Notice,
including'your proposed corrective actions and the results of
future inspections, the NRC will determine Nhether-further NRC-
enforcement action is necessary to ensure compliance with NRC
regulatory requirements.
