Dear Mr. DelGeorge:

This letter refers to the routine safety inspection conducted by

Ms. C. A. Gainty and Messrs. J. F. Smith and R. L. Doornbos of

this affice on December 14, 1992 through-January 4, 1993. The

inspection included a review of activities _ authorized for your

Zion Nuclear Power Station. At the conclusion of the inspection,

the findings were discussed with those members of-your-staff

' identified in the enclosed report.

The areas examined during the inspection are identified in the-

report. These areas consisted primarily of a review of the Zion

motor operated valve program established in response to Generic

Letter (GL) 89-10. Within this area, the inspection consisted of

-a1 selective examination of procedures-and representative records,--

observations, and interviews withLpersonnel.

During this inspection, certain of your activities appeared.to be.

In violation of NRC requirements, as.specified in_the enclosed

-Notico lof Violation - (Notico) . The~ violation of 3 0 CFR 50, '

Appendix B, Criterion XI is of concern'because failure to

promptly evaluate test data could1 result.in relying on'MOVsnthat

may not function properly when called upon. Though you_are still_

in the' process of validating your methodology for extrapolation

of test.results to-design basis conditions, you are expected to

perform an engineering evaluation of the_-test results-and VOTES

traces to look_for any anomalies-and to-determine whether enough

margin exists at test conditions to assure operability at design

basis conditions.

You are required to respond to this letter and should follow the

'

instructions'specified in the enclosed Notice when preparing your

response. In your response, you should document ~the specific

actions taken and any additional actions you plan to prevent

recurrence.

As discussed in Section 2.af(4) of the enclosed report, your

staf f : committed to perform evaluations of-_-the _ Unit _1 dp test

results,-the static-test-results for MOV 1CC9438,_and the

measurements for inrush current that exceeded the assumed values

for locked-rotor current within 10 weeks from the inspection.- We

are requesting that you provide the results.of your evaluation

when completed.

In accordance with 10 CFR 2.790 of the Commission's regulations,

a copy of this letter, the enclosures, and your response to this

letter will be~placed in the NRC Public Document Room.

The responses directed by this letter _and the accompanying Notice

are not subject to the clearance procedures of the Office of

Management and Budget as required by the Paperwork Reduction Act

of 1980, PL 96-511.

We-will gladly discuss any questions you have concerning this

inspection.
