Dear Mr. Denton:
to this letter is a proposed amendment to Facility Operating License Nos. DPR-39 and DPR-48, Appendix A, Sections 3/4.11, 3/4.12, 3/4.14, 3/4.16 3/4.20 and Sections 6.1 through 6.8.
These changes address the areas of Radiological Effluent Technical Specifications (RETS) and Administrative Controls. These changes have been prepared based upon j
the Zion Technical Specifications following Amendment Nos. 89 to DPR-39 and 79 to DPR-48. to this letter is a demonstration that the proposed amendment involves no significant hazards consideration. The proposed amendment has received On-Site and Off-Site review and approval.
A draft copy of these changes, along with proposed changes to Section 1.0 (Definitions), was submitted for your review by the referenced letter. The proposed changes to Section 1.0 have not been completely reviewed at this time and will be submitted at a later date.
The proposed amendments will involve a significant number of changes in the operation of Zion Station. Thus, it is requested that Commonwealth Edison Company be notified in advance of the issuance of this amendment so that the implementation can begin.
It should be noted that some plant modifications can require a year or more to install depending upon equipment availability and outage schedules.
In addition, the number of procedure changes will be large and could require six months to implement.
