REP 0fti OF APNOkMAL OCCUP.RENCE No. 75 3, On January 2E, 1975, both Unit 2 Safety Injection Pumps were incapab]c of starting on an automatic SI signal from approximately 0900 to 1100, The unit vas operating at about 73% porer throughout this time period.
Number 22 SI pump vac racked out while a leak in the oil cooler was being repaired.
Number 21 SI pump was tested for operability prior to raching out Number 22.
However, from 0900 to 1100 Train A of the Safeguards Logic was under test an per conthly Surveillance Test STP-1032A, which would have prevented a Train A Safety Ejection actuation.
Throughout this time, the Control Room operator rho uas participating in this curve 111ance test could have initiated a Train A Safety Injection i
by simply pushing the tect relay react button en the control panel.
The operator was aware of the fact.
