/992 NRC PROPOSES T3 AMEND REGULATIONS To REDUCE CERTAIN EVENT REPOPTING REQUIREMENTS The Nuclear Regulatory Commionion in proposing to amond its r-regulations to make minor modifications to the current -nuclear power roactor ovent reporting requirements.
The proposed amendmants would deletu ruperting roq61romonta for a limitad sat af avants that havn hoon datermined to ha of little or no anfoty significanca and would reduce tho industry's reporting burdon and the NRC's response burden in event review and annosament.
The NRC ataff's reviews of operating arporianco and the pattnrns of licenseon' reporting of operating events for the past anven years bave indicated that reports on some of thoso events are not neceaanry for the NRC to perform its anfoty mission.
In particular, the staff han determined that invalid actuation, isolation or realignment of a limited set of engincorod safoty featuroa (ESFn) or their equivalent ayatumn, subsystema or components are of little or no aafety significance.
- However, those avonta currently are reportablo.
- As proposed, the following typen of events would be doloted from the existing reporting requiremonto:
(1) ovents in which an invalid ESF or reactor prctaction nyatom (RPS) actuation occurs when the ayatom already is properly removed from service if all requiremonta of plant procedures for removing equipment from service have been met; (2) ovents in which an invalid ESF or RPS actuation occura after the safory function already han boon completed; (3) ovants in which an invalid actuation, isolation or realignment of only the roactor water clean-up (RWCU) syntom or specified vcnt110 tion systems occurs.
Invalid actuations that involve other ESFa, not specifically prcponod for exclusion (such an amargency core cooling system jaolations or actuations, containment isolation valve closuren l
2 that affect cooling systems, main atoam flow or essential support ayatoma containment spray actuation and residual heat removal oystem isolations) would continue to be reportable.
Licensoos vould continue to submit Licanaco Event Reporta if a deficiency or advoran conditions associated with any of the invalid ESP actuation of the reactor water clean-up ayaten or the ventilation nyatoms natisfy any other reportability critoria 3n the NRC's regulations.
Written commenta ot the propnand amendmenta to Part 50 of the Commionion's regulations should be received by July 27.
