HONTICELLO NUCLEAR GENERATING PLANT DOCKET NO. 50-263 LICENSE NO. DpR-22 f

In the Monticello Security Plan, Revision 3, dated September 18, 1974, Section 2.4.3, it is stated in part, "The Administrative Building out-l side doors are under constant surveillance from the Guardhouse Facility."

l The physical protection inspection conducted on October 23-25, 1974 developed that guards stationed in the Guardhouse do not maintain constant 3

surve111ance of the Administration Building doors which are in direct line j

of sight from the Guardhouse. The inspector observed that the guards, l

particularly at shif t change paid littic or no attention to the: persons entering the Administration Building. Accordingly, the licensee was j

found in noncompliance with the commitment made in the security plan.

l The portals of the Administration Building are within the protected area fence. Both portals are equipped with intrusion alarms. However, these alarms are deactivated and the doors are unlocked between the hours of 0630 and 1730, Monday through Friday or during similar hours on Saturday-or Sunday when plant maintenance activities are being carried on. The licensee maintains that during the times the doors are unlocked and un-alarmed, that surveillance is provided by normal. plant traffic and i

occupancy plus the surveillance by the guards in the guardhouse. The licensee maintains-that thic surveillance.is sufficient.

11. D. Thornburg M A P. 2 4 1975 This office has interpreted the words " constant" surveillance as being continuous, without interruption.

The licensee does not interpret this commitment in the same manner.

It would be appreciated if this matter was referred to the Office of Nuclear Reactor Regalation to determine if the degree of surveillance exercised by this is seceptable with respect to the commitment to provide " constant" sure,+111ance.
