Issuance of Amendment Authorizing Replacement of Storage Packs in Spent Fuel Fool On September 12, 1977, Northern States Power requested a License Amendment which would authorize the replacement of fuel storage racks in the Monticello spent fuel pool as described in a report entitled, " Design Report and Safety Evaluation for Replacement of Spent Fuel Pool Storage Racks", August, 1977. We have recently dis-cussed the nr.ture of this amendment with the NRC Project Manager, Mr R Snaider.

This letter is written to document these discussions.

We believe it is appropriate that paragraph 2.B of License DPR-22 read as f ollows:

"B.

Pursuant to the Act and 10 CFR Part 70, to receive, possess and use at any time special nuclear material as reactor fuel, in accordance with the limitations for storage and amounts re-quired for reactor operation, as described in the Final Safety Analysis Report, as supplemented and amended, and the licensee's filings dated August 16,1974 (those portions dealing with handling of reactor fuel) and August 17, 1977 (those portions dealing nith fuel assembly storage capacity);"

You will find that the only change to existing wording is that references to specific filings have been modified to eliminate references to obsolete informa-tion and to include references to presently applicable information.

Paragraph 2.B considers special nuclear material in the fem of reactor fuel assemblies. Your safety evaluation for the amendment should be based on the follow-ing information. The number cf fuel assemblies which constitute the reactor core loading remains the same as described in the Monticello FSAR. Storage of new fuel is described in the applicable portions of the FSAR and an attachment to the August 16, 1974 filing entitled, "Radiouctive Material Safety".

(The August 16, 1974 filing is presently referenced in Paragraph 2.B.

The filings eliminated are no longer pertinent to this paragraph.) Storage of spent fuel is discussed in our August 17, 1977 filing with supplerents dated December 8, 1977, January 3, 1978, l

January 30, 1978, and February 13, 1978.

The only license change being propoicd at this time concerns the increased number of fuel assembly storage spaces in the spent fuel pool. We believe that the g
