Cross Vice President and Chief Nuclear Officer January 27, 1993 Trojan Nuclear Plant Docket 50-344 License NPF-1 U.S. Nuclear Regulatory Commission Attn: Document Control Desk Washington DC 20555 Dear Sir Request for Approval of the Ce tt ille d_Euel_Itan dler_T ra inin g_and_Reitainin g.lto grams Portland General Electric Company (PGE) has decided to cease power operation of the Trojan Nuclear Power Plant. The purpose of this letter is to request Nuclear Regulatory Commission approval of PGE's Topical Report (PGE-1057), " Certified Fuel llandler Training and Retraining Programs". PGE is submitting, by a separate letter, a request to amend the Operatirg License for the Trojan Nuclear Power Plant to a Possession Only License.
In support of this, the reactor is being defueled. After completion of the reactor defueling and receipt of the Possession Only License, Plant operating activities which require Licensed and Senior Licensed Operators will no longer be conducted. In addition, another letter is submitting a request for an amendment to the Trojan Technical Specifications. In part, that request amends the Trojan Technical Specifications to replace the terms Licensed Operator, Reactor Operator, or Senior Reactor Operator with -
the term Certified Fuel Handler.
