Dear Mr. Andrews:

Edordan Gray File +4 J The Commission has issued the enclosed Amendment No. 88 to Facility Operating 5 License No. DPR-40 for the Fort Calhoun Station, Unit No.1. This amendment consists of changes to the Technical Specifications in response to your application dated July 22, 1981, as supplemented by letters dated June 15 and October 27, 1982, September 20, 1983, and April 6, 1984.  ;;;

The amendment revises the Technical Specifications to add requirements d related to the reactor protection system and the engineered safety features -a actuation system that would limit the length of time that a channel in these systems may be bypassed. If the length of time is exceeded, then the r channel must be tripped.

Two changes were made to the proposed Technical Specifications which were ,

discussed with and agreed to by your staff. Since your last submittal, a new

( steam generator differential pressure trip was added to your Technical Specifications. This trip is reflected in the enclosed specifications. .=

Secondly, the first sentence of footnote h as contained in Table 2-3 was  :

rewritten as follows: "If one channel becomes inoperable, that channel must be [

placed in the actuation condition within eight hours or bypassed condition -

within one hour from the time of discovery of loss of operability." "

A copy of the Safety Evaluation is also enclosed. The notice of issuance will be included in the Coamission's next regular monthly Federal Reoister notice. 5 Sincerely, E i
