consultant, Dr. Ernest C. Tsivoglou, and certain members of the Northern States Power Company,' have met and.

pretation of the waste disposal piermit issued by the e

Agency for your Monticello Nuclear Generating Plant and specifically as it relates to the radioactive waste discharges.

I believe these meetings have been in depth and nearly l

all the comments and criticisms expressed by the j-company toward this parmit have been responded to j

satisfactorily by our consultant and:others, i

T. maintain that NSP Company can operate the.Monticello facility within the - cffluent and - emission levels of i

i radioactivity set forth by the-Agency -and also: provide a-maximum degree of safety to-the public.

- During our appearance before the Joint Comnittee on Atomic Energy on January 27, 1970, Dr. Tsivoglou, in his testimony before the committee stated the following:

"I think with all due respect to the nuclear design

. industry, it appears more and more as we, look at the

~

i case, that the simple provision of off-gas storage and i,

containment would go a very long way, not only to reducing l

radioactive discharges, but also to actually increasing j

i the reliability of plant operation, because if you.have some storage tanks and you have a transient high release, 4

instead of having an isolation valve operate automatically and shut the whole operation down, conceivably this i

- transient high release can be shunted to a storage tank and held there while something is.. done."

Chairman Holifield, of the JCAE, seemed to be impressed with this recommendation and indicated that they will look into this suggestion.

. It seems to me that if this off-gas s,torage were pro-vided at the Monticello Plant, this mechanism would provide a more positive control of plant operation and' efficiency in operation as well as maintaining gaseous radioactive releases to the lowest extent possible.

It should be understood that the Agency will not i

dictate the type or manner of pollution control e~ quip-mont used to meet the conditions of the permit as our concern is for the quantity and quality of gaseous and i

, liquid releases to the environment.
