Dear Mr. Ewald-For the past savoral months, members of our staf f,'our consultant, Dr. Ernest C. Tsivoglou, and cortain membe s of the Northern States Power Company, have mot and conversed with respect to an understanding and inter-protation of the waste disposal p'ormit issued by the i.

Agoney for your Monticello Nuclear Generating Plant and specifica13y as it relatos to the radioactive wasto discharges.

I believo-these meetings have been in depth and nearly_.

all tho comments and criticisms expressed by the company toward this permit have boon responded to satisf actorily _by our consultant ar.d others.

i I maintain that NSP Company can operate the Monticello

-facility within tho.cffluent and emission levels of radioactivity set.forth by t'e Agency and also provide L

a maximum degree of safety to the public.- You have-f requently mentioned that certain conditions of, tho j

permit will necessitate frequent shut down and start ups of the plant and impose an' increased safety hazard.

?.j-y fir. Earl Ewald February 24, 1970 Page 2 i During our appearance before the Joint Committee on Atomic Energy on Januery 27, 1970, Dr. Tsivoglou, in his tes+.imony before the committee stated the following

'I think with all due respect to the nuclear design

. industry, it appears more and more as we look at the case, that the simpic provision of off-gas storage and l,

containment would go a very long way, not only to reducing radioactive discharges, but also to actually increasing i

the reliability of plant operation, because if you havo some storage tanks and you have a transient high relcano, instead of having an isolation valve operato automatically and shut the whole operation down, conceivably this transient high release can be shunted to a storage tank and held there while something is done."

Chairman llolifield, of the JCAE, seemed to be impressed with this recommendation and indicated that they will look into this suggestion.

. It scens to me 01at if this of f-gas s,torage were pro-

. vided at the Monticello Plant, this mechanism would provide a more positive control of plant operation and

'officiency in operation as well as maintaining gaseous radioactive releases to the lowest extent possibic.

It should be understood that the Agency will not dictate the type or manner of pollution control equip-cont used to Ecot the conditions of the permit as our concern is for the quantity and quality of gaseous and liquid rolcases to the environment.

Your consideration to these matters is greatly apprecicted.
