This is jn response to your amendment application dated June 2, 1992, and letters dated July 24 and September 11, 1992, regarding i

revised and new personnel qu- ification requirements, a change 'n the company name, and a revision to the safety demonstration section of the license, respectively.

Our review of your application has identified additional information that is needed before final action can be taken on your request. The following information (6 copies) should be providad within 45 days of the date of this letter:

1. Se.ction 2.1, Organizational P.esponsibilities and Authority, and Figure I-2.3, Approval and Responsibility Matrix, should be revised to reflect the duties anc1 resconsibilities of the Staff Engineer, Licensing.

Part II, Chapter 11, of the license should be updated to incorporate the resume of the individual assigned to the new pcsition of Staff Engineer, Licensing.

3. In the letter dated July 24, 1992, you stated that the

' company name had changed and an amencment application would be submitted to reflect the new name; however, we have not received the amendment application. Furthermore, the letter

' indicated that L. J. Maas is the newly appointed Manager, Regulatory Compliance. Part II, Chapter 11, of the license should be updated to incorporate the incumbent manager's resume.

i With regard to the September 11, 1992, letter, you revised Section 15.6 of the safety demonstration to remove a statement concerning the marking of gadolinia-uranium pellets. This section previously stated that "Each pellet has a special gadolinia marking to distinguish it from standard pellets." In the letter, you stated that the use of pellet marks is an optional quality control function and does not affect sa'ety.

l In a cubsequent letter dated November 23, 1992, you stated that several existing procedures prevent the commingling of gadolinia

and non-gadolinia bearing pellets. Thece include: lot separation, use of follower cards to identify material, serialized containers, segregation of the pellet types into two different buildings, and non-destructive assay (NDA) of loaded fuel rods, You added that the NDA clearly differentiates the two pellet types and indicates any significant discrepancies in

pellet enrichments.

Baseu on the additional intormation, we acknowledge the removal of the statement regarding the marking of gadolinia-uranium pellets and have inserted the revised page into Chapter 15 of the safety demonstration section of the license.
