Hickey, Chief Fuel Cycle Safety Branch Division of Industrial and Medical Nuclear Safet;, NMSS Washington, DC 20555 Dear Mr. Hickey Re: Letter, JB Edgar to JWN Hickey, dated September 11,1992 Per my recent conversation with Scott P6tinington of your staff regarding the referenced amendment request, the deletion of the use of pellet marks to distinguish gacolinia bearing pelle's from standard UO2 Pellets does not reduce safety. Thera are many standard operational procedures; e.g. lot separation, the use of follower ccds to identify materiai, thi use of seriaPzed containers and the segregation of the pellet types into two different buildings, which ensure that pellets can't get mixed. In addition, as a final check that these administrative controls are effective, each rod is activity scanned by NDA. The output from such NDA clearly differentiates between gadolinia and non-gadolinia bearing pellets in fuel rods as well as indicating any significant pellet enrichment discrepancies which would be of safety concern in a reaction.
