7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION WISCONSIN ELECTRIC POWER COMPANY DOCKET NOS. 50-266 AND 50-301 ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT The U. S. Nuclear Regulatory Commission (the Comission)' is considering issuance of exemptions from the technical requirements of Appendix R to 10 CFR 50~ to Wisconsin Electric Power Company (the licensee), for the Point Beach Nuclear Plant Units 1 and 2, located in Manitowoc County, Wisconsin.

ENVIRONMENTAL ASSESSMENT Identification of Proposed Action:

The Exemptions would allow alternatives to the following requirements of 10 CFR 50 Appendix R, Section III.G:

Separation of cables and equipment and associated non-safety circuits of redundant trains by a horizontal distance of more than 20 feet with no intervening combustibles or fire hazards and an automatic fire suppression system in the fire area for the Point Beach Unit 1 Motor Control CenterRoom(firezone1),theComponentCoolingWaterPumpRoom(fire zone 3), and the Point Beach Unit 2. Motor Control Center Room (fire zone 4).

Fire detection and a fixed fire suppression system for the Containment j

Spray Additive and Monitor Tank Room (fire zone 7) and an automatic fire suppression system for the Safety Injection and Containment Spray Pump Room (firezone2).

The exemptions are in partial response to the licensee's application for technical exemptions dated June 30, 1982, as supplemented by letters dated September 29 and October 11, 1982, February 7 and 25, April 28, May 31, July 20 and October 26, 1983, April 4 and 27, 1984 and January 3 and 9, 1985. The remainder of the licensee's exemption requests are still under staff review.

The Need for the Proposed Actio_n_:

The proposed exemptions are needed because the features described in the licensee's. request regarding the exisitng level of fire protection and proposed modifications at the plant are the most practical method of meeting the intent of Appendix R and literal compliance would not significantly.

enhance the fire protection capability.

Environmental Impacts of the Proposed Action:

The proposed exemptions would provide a degree of fire protection equivalent to that required by Appendix R such that there would be no increase in the risk of fires at this facility. Consequently, the probability of fires would not be increased and the post-fire radiological releases would not be greater

than previously determined. Neither would the proposed exemptions otherwise affect radiological plant effluents. Therefore, the Comission concludes that there are no significant radiological environmental impacts associated

.with these proposed exemptions.

With regard to potential non-radiological impacts, the proposed exemptions involve features located entirely within the restricted area as defined in 10 CFR Part 20. They do not affect non-radiological plant effluents and have no other environmental impact. Therefore, the Comission concludes that there are no significant non-radiological environmental impacts associated with the proposed exemptions.

Alternative Use of Resources:

This action involves no use of resources not previously considered in the Final Environmental Statement related to operation of the Point Beach Nuclear Plant Units 1 and 2.

Agencies and Persons Consulted:

The NRC staff reviewed the licensee's request and did not consult other agencies or persons.
