SUBJECT:
Emergency Planning A recent nuclear emergency exercise at Mont; cello (Minnesota) raised questions about the adequdcy of emergency planning measures for nuclear accidents.
In particular, it was reported (see the Minneapolis " Star" of June 10) that " radio capability for all practical purposes was nonexistent", "the highway patrol did not know that radiological monitoring equipment required special attachments to cars and never received roadblock location instruc-tions", "information from the NSP plant and the U.S. Weather Service were (sic) inadequate...to detennine the height, width, length, dispersion, and pathway of the supposed radioactive cloud,"
etc.
Without prejudging the whole issue, it seems that our emergency planning efforts should be reexamined and upgraded where necessary.
Please let me know specifically, l.
What changes in NRC emergency planning procedures or organization are dictated by this experience?
2.
How should we proceed in filling gaps in multi-agency assignments to emergency tasks?
3.
What feasible measures could be taken to stren)then centralized direction of emergency procedures?
4.
What provisions for regular emergency exercises are being made?
