Dear Dr. Lawson:
The Corrninnion vill convene a hearing on the issuance of a full-tern operating licenso to the Northern States Power Compenf (NSP) for the Monticello Nuclear Generating Plant on November 6, 1974, at 10 a.m.
The hearing vill be held in the U. S. Federal Courthouse, Court Room No. 4 at 316 North' Roberts Street, St. Paul, Minnesota.
Further details regarding the hearing are contained in the enclosed "Notico and Order Convening Evidentiary luaring" dated October 4, 1974.
Our letter to you dated August 28, 1972, transmitted a copy of NSP's full-term operating license application dated June 15, 1972, and a copy of our " Notice of Conversion of Provisional Operating License to a Tull-Term Operating License and Notice of Opportunity for Hearing...",<
dated August 18, 1972.
The Regulatory ntsff's Safety Evaluation Report on the application was forwarded to you on February 5,1973.

'2 will, be hold.beforo this Atomic Safoty and Licensing Board (the Board),to considor (1) whether, considering those matters covered by Appendix D to 10 CFR Part 50, the Provisional Operating Licenso should be continued, modified, terminated or approprintoly conditioned.to protect environmental values, and (2) whether, in accordance with the requirements in 10 CFR Part 50, Appondix-D and 10 CFR Section 50.57, a full-term operating licenso should bo issued to the licensoo.
