NOTICE OF PROPOSED ISSUANCE OF ClD.NGES TO TECIC 1 CAL SPECITICAT10: 3 0F FACILITY OPERATI::C LICENSE Notice is hereby given that the Atomic Energy Com dssion (the Conmission) is considering the issuance of changes to the Technical Specifications of Provisional Operating Licence No. DPR-22 which would authorize the ::orthern States Power Company (the applicant) to operate the Monticello Nuclear Generating Plant (the facility) using a partial loading of 8 x 8 fuel (containing t)-235), including a fuel assembly con-taining cegented test rods, and also would authorize changes to the limiting conditions f or operation associated with f uci densification f or the 8 x 8 and 7 x 7 fuels. The applicant is presently licensed to possess and operate its facility located in Wright County, Minnerota, at power levels up to 1670 18It using a full core of 7 x 7 fuel (containing U-235),

The Cornission will consider the issuance of the subj ect changes to the Technical Spccifications upon:

(1) the completion of a f avorable Safety Evaluation on the application by the Commission's Directorate of Licensing, and (2) a finding by the Connission that the application for the changes conplies with the requirements of the Atomic Energy Act of 1954, as amended (the Act), and the cortissic>n's regulations in fpf&$$
