Interim 10CFR50.55(e) Report; Potential Undetectable Failure in the Engineered Safety Features Actuation System
Dear Sir:
In Reference (g), Westinghouse notified the NRC of a potential 10CFR50.55(e) 6eficiency on an undetectable failure in the Engineered Safety Features Actuation System. This deficiency was a problem with the Westinghouse hardware change which was part of the corrective action for a previously reported 10CFR50.55(e) on the same subject. The NRC Construction Deficiency Report number assigned to this original 10CFR50.55(e) is 79-00-04.
Seabrook will not be reporting this new item as a new 10CFR50.55(e) deficiency, as explained below.
References (b), (c), (d), (e), and (f) documented a 10CFR50.55(e) deficiency on an undetectable f ailure in the Engineered Safety Features Actuation System (P-4 interlock) at Seabrook Station. The corrective action committed to in Reference (f) was to implement the Westinghouse recommended procedures in Reference (e). These procedures required entry into the reactor trip switchgear with portable test met'ers to verify correct operation of the P-4 interlock contacts.
