DOCKET NO. 50-263 NORTilERN STATES POWER COMPANY NOTICE OF ISSUANCE OF AMENDMEKr TO PROVISIONAL OPERATING LICENSE Notice is hereby given that the U. S. Nuclear Regulatory Commission (the Ccamission) has issued Amendment No. 13 to Provisional Operating License No. DPR-22, issued to Northern States Power Company (the licensee), which revised Technical Specifications for operation of the Monticello Nuclear Generating Plant (the facility) located in h'right County, Minnesota, The amendment is effective as of its date of issuance.

The amendment incorporates additional suppression pool water t emperat ure limit s,

(1) during any testing which adds heat to the pool, (2) at which reactor scram is to be initiated ned (3) requiring reactor pressure vessel depressurization.

It also adds surveillance require-ments for visual examination of the suppression chamber during each refueling and following operations in which the pool

.nperatures exceed 160 F and adds monitoring requirements of water temperatures during operations which add heat to the pool.

The application for the amendment complies with the standards and l

requirements of the Atomic Energy Act of 1954, as amended (the Act), and 1

theCom7ssion'srulesandregulations.

The Commission has made appro-i priate findings as required by the Act and the Commission's rules and l

l regulations in 10 CFR Chapter I, which are set forth in the license amendment.
