The Comission recently approved the scheduling of a public hearing on the provistoual operating license for the Monticello Muclear Generating Plant - Unit 1.

We have prepared a proposed " Notice of Rearing on Application for a Provisional Operating License" (Enclosure 1). The notice is in accordance with the Cosutission's current regulations and the issues are similar to those which have been specified in previous hearings of this type, t

we would propose, however, to include in the Technical specifi-cations, in accordance with Commissioner Ramey's request, special provisions requiring the licenses to keep tedioactive effluent releases to the environment as low as practicable. The embetence of these provisions would be similar to those' eentsimed in the proposed amendments to Part 50 which have been tremanitted to the Comission on this date.
