Dear Mr. Taf t:
I am pleaned to reply to your letter of October 30, 1969, to Chairman Seaborg regarding the Coosaission's standards and regulations governing the release of radioactive effluents in the environment. ABC regula-tions on radiation protection are based principally on the radiation protection guides recoassended by the Federal Radiation Council (FRC) and approved by the President for guidance to all Federal agencies.
-on October 28, 1969, the Joint Consnittee on Atomic Energy began an extended series of hearings on the environmental effects of producing electric power. - An excellent discussion of the scientific basin for the standards recommended by the yRC, the philosophy involved in what s
these standards mean, and the way in which the TRC reconneeds the approval s
of guides to the Preafdent is set forth in testimony by Dr. Paul C.
s Tompkins. Executive Director of the FRC in hearings before the Joint Conanittee on Atomic Energy last week.
I am enclosing a copy of Dr. Tompkins' testiamony for your information.
In addition, I am enclosing a copy of Commissioner James T. Ramey's statement which he presented in a meeting with several members of the Minnesota-Wisconsin detogation on October 9, 1969. Although this matter is concerned primarily with the Northern States Power Company's Prairie Island plant, the statement in equally appitcable to the Monticello plant.
