Gentlemen:

Subject: Inspection Report No. 50-322/85-23

This refers to the special team inspection, cenducted by Mr. S. V. Pullani of

this office on April 29 - May 1, 1985, at Shoreham Nuclear Power Station, Unit

1, Snoreham, New York, of the safe shutdown capability of the plant.in the

event of a fire and other activities authorized by NRC License No. NPF-19 and

to the discussions of our findings held by Mr. Pullani with Mr. E. Youngling

of your staff at the conclusion of the inspection.

Areas examined during.this inspection are described in the NRC Region I

Inspection Report which is enclosed with this letter. Within these areas, the

inspection consisted of selective examinations of procedures and

representative records, interviews with personnel, and observations by the

inspector.

This inspection was a follow-up of a previous inspection (50-322/84-46)

conducted in the same areas. Of the nineteen items identified during the

previous inspection, -five were followed up during this inspection (see Section

2.0 of the attached report). The remaining fourteen items, being licensing

issues, are being referred to.the NRC Office of Nuclear Reactor Regulation

(NRR) for their resolution. You are urged to resolve these issues with NRR

expeditiously.

7 Information contained within the enclosed inspection report has been discussed

with Mr. Grunseich of your staff on April 30, 1985. During this discussion,

it was concluded that the inspection report contained no information that you

considered proprietary; therefore a copy of this letter and its enclosure are

being placed in the NRC's Public Document Room.
