in accordance with our telephone conversation today, here is the information you requested as to the rules of the Comission for participating in the public hearing to be held on the appli-cation of Northern States Pouer Company for a provisional opera-ting license for Monticello Nuclear Cencrating Plant, Unit 1 The A1:C's rules provide that a member of the public may be granted the right to participato in a proceeding in one of tuo ways (1) intervention and (2) limited appearance.

(See 10 CFR 2.714 and 2.715, respectively, copics of which are enclosed.),

19ervenors pcrticipate just as fully in the hearing as do the applicant and the A1:0 staff. For excerpic, an intervenor, unlike a person mahing a limited appearance, may examit.e or cross-examine witnesses.

As required by $2.714 of 10 CrR Part 2, a person who wishes to intervene must set forth, in a petition for 1 cave to intervene, his interest in the proceeding, how that interest may be affected by Cornission action, and his contentions as to matters within the jurisdiction of the Comission in reasonably specific detail. Such a petition mu.st be filed not later than the date specified in the notice of hearing, except for good cause shown.

A person permitted to make a limited appearence may make an oral or written statement on the record, at an appropriate stage of ti.e proceeding, but is not a party and does not participate in the proceeding in cny other way.
