The application by Northem States Power Conpany for a permit to constmet the Monticello plant was reviewed fmm the standpoint of radiological safety by four bodies in the AEC's process of licensing 4

1 and regulation, as outlined in the enclosed booklet, " Licensing of i

Power Reactors." - 'Ihese review groups included the AEC regulato y staff, r

the Comission's statutory Advisory Comittee m Beactor SafeguaMs j

(ACRS), and an atomic safety and licensing board which conducted a public hearing in the matter on May 28,1%7, at Buffalo, Mimesota, j

The initial decision of the board, granting a provisional construction pemit, was then myiewed by the Comission itself. 'Ibe constmetion pemit was issued on June 19 l%7 Each of these review bodies concluded that the proposed plant could be constmeted and operated without undue risk to the health and safety of the public.

j When the applicant conpletes the plant and applies for an operating i

license, further safety reviews will be conducted by the AEC m gulatory staff and the ACRS. --'Ihemafter, if an operating license is granted,-

l the plant will be under AEC surveillance and undergo periodic safety inspections thmughout its lifetime.

l During routine operation, very small' amounts of radioactive materials generated in the nuclear pmoesses may be released into the envirorsnent i

at controlled rates and in controlled amounts from a nuclear power plant. 'Ihis requins a continuous program of nonitoring and contml to insure that pemissible limits are not exceeded.. Ibe allowable limits in AEC regulations are based on guides developed by the Federal -

In the case of the M:cticello plant, the AEC's evaluations ooreluded that the design and operation of the mdiological waste disposal system would preclude harmful effects _on the water supplies of Minneapolis and St. Paul, the nearest comunities usire the Mississippi River for potable water.

McCarthy Your constituents any be inte ms to know that our experience thus far indicates that releases of ioactivity fmn licensed nuclear power plants are kept at a small percentage of even the pemissible levels, and that no effect has been discernible on the environment or on the people in the vicinity of these plEnts. Regarding M 1 eases through the cooling water, about which your constituents have expressed concem, a moent survey of ten operating nuclear power plants showed an average of less than one percent of allowable limits of radioactivity in liquids was being discharged.
