'y The Atomic Energy Comnission has issued Provisional Operating License No. DPR-22 to Northern States Power Company authorizing fuel loading r.ndlow-power start-up testing of the Honticello Nuclear Generating Plant, Unit 1, at steady state power levels not to exceed five megawatts thermal. The license has been issued pursuant to the initial Decision of the Atomic Safety and Licensing Board, dated August 24,1970, (copy enclosed).
Copics of the Provisional Operating License No. DPR-22, with appended Technical Specifications, and a related notice which has been forwarded to the Office of the Federal Register for filing and publication are also enciesed.
