S. Nuclear Regulatory-Commission-(the Come.ission) has issued Amendaent No.14 to Provisional Operating License No. DPR-22,--issued to I:orthern States Power Company (the:]icensee),
which revised Technical Specifications for operation of the Monticello Nuclear Generating Plant (the facility) located in liright County, Minnesota. The amendment is effective as of its date of issuance.
The amendment revises the provisions in the Technical Specifications for the facility to authorize operation (1) with additional S x 8 fuel assemblics, (2) using modified operating limits based upon an evaluation of emergency core cooling system performance calculated in accordance with an acceptable evaluation model that conforms to the requirements of l
Section 50.46 of 10 CFR Part 50 of the Commission's regulations, and (3) using operating limits based on' the General Electric Thermal Analysis-Basis (GETAD).
The applications for the amendment comply with the standards and requirements of the A_tomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has made appro-priate findings as required by the Act'and the Commission's rules and regulations in 10 CFR Chapter 1, which are set forth in the license amendment.

the issuance of change to the Technical Specifications of Provisional Operating License flo. CPR-22.
These changes would authorize the llorthern States Power Company (the _ licensee) to operate lionticello
!!uclear Generating Plant, Unit 1 (located in !!right County, flinnesota) with changes to the liniting conditions for operation resulting from application of the Acceptance Criteria for Emergency Core Cooling Systea, (ECCS).
This change is being rede in conjunction with core changeout liumber 5 and refueling with 8 x 8 fuel.
The U. S. fluclear Regulatory Comission, Division of Reactor Licensing, has prepared an environmental impact appraisal for the pro-posed changes to the Technical Specifications of License flo. DPR-22, Monticello, Unit 1, referred to above.
On the basis of this appraisal, the Commission has concluded that an environmental impact statement for the particular action is not warranted because there will be no environ-mental impact attributable to the proposed action other than that which has already _been predicted and described in the Con:nission's Final s
Environmental Statement for fionticello, Unit 1, issued in flovember 1972.
