1 1.1 To provide guidance on bypassing the main steam line radiation detectors while placing a condensate demineralizer in senice only after the demineralizer has been j

ultrasonically cleaned and only during power operation above 20% power.

4.

PREREQUISITES 4.1 ENSURE Chemistry Technician #1 statioried at reactor water sample hood located on 3rd floor reactor building has a supply of sample bottles with lids off.

4.2 ENSURE reactor power is maintained stable (no control rod motion,- or recirculation flow changes) and no other evolutions are in progress in the vicinity of the mam steam lines or main turbine.

4.3 RESTRICT access to Turbine Deck.

4.4 CONDUCT a briefing with personnel involved which includes, bin is not limited to the following-Verification of no work mgoing in the area of the Main Steam Lines or Main Turbine, Control Room Operator to SCRAM reactor, CLOSE Off-Gas Discharge Valve, CLOSE MSIVs, in the event of Main Steam Line High-High Radiation and Off-Gas Monitor High-High Radiation Alarms (even if the alarm clears), since these two indications indicate failed fuel.

greater than one hour, NOTIFY the Duty Officer, to INITIATE a PIR, CLOSE the demineralizer effluent valve, and RETURN the Main Steam Line Radiation Monitor to service.

4.5 ENSURE Off-Gas Radiation Monitors are operable.

PRECAUTIONS NOTI Technical Specifications allow for bypassing of the Main Stecm Line Radiation Monitor for a maximum of 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> per evolution.

5.1 With the Trip Test toggle switches in the " Trip Test" position a Main Steam Line HI HI Radiation alarm will not cause the normal automatic actions (scram and MSIV closure).

5.2 During the performance of this procedure it is possible to receive the Main Steam Line Hi and Hi Hi Radiation Alarms, willlout having failed fuel.

PROCEDURE 6.1

[ Chemistry Dept) RECYCLE demineralizer in accordance with Chemisty Procedure CP SO4K for a minimum of 20 minutes.

6.2

[PEO] ENSURE condensate demineralizer to be placed in senice has been properly vented by the Chemistry Department.

6.3 During the performance of steps 6.9 through 6.12.4, PERFORM the following precautions:

6.3.1

[ Chemistry Technician #2] MONITOR condensate oxygen levels while shifting demineralizers, as maximum oxygen levels should not exceed 150 ppb.

6.3.2 [ Control Room Operator] MONITOR Main Steam Line radiation levels while MSLRMs are bypassed.

I 6.3.3 [ Control Room Operator] MONITOR Off-Gas Radiation levels while MSLRMs are bypassed.

6.3.4 ESTABLISH communications between Chemistry Technician #2 monitoring oxygen levels, Chemistry Technician #1 obtaining reactor wuter samples, Control Room Operator monitoring Main Steam Line Radiation and Off-Gas radiation levels and the PEO operating the condensate demineralizer outlet valve,1-CD-2 (A-G).

6.4

[ Chemistry Technician #1] IF at any time the local reactor water conductisity reading increases, SAMPLE reactor water until conductisity decreases to normal levels or as directed otherwise.

6.5 (Control Room Ooerator] IF at any time while the Main Steam Line Radiation Monitor is bypassed, and the Main Steam Line Hi Fi Radiation and Off-Cras Hi Hi Radiation Alarms are received (even if the alarrr s clear), SCRAM the reactor, CLOSE the off-gas discharge valve (1-OG-54), and CLOSE the MSIVs (1-MS-1 A through ID and 1-MS-2A through 2D).

[ Chemistry Technician #2] READ conductivity of water leasing condensate demineralizer bed on recycle conductivity meter (uncorrected), CI-9-34 on panel 22%.

6.7 When conductivity (CI-9-34 on panel 22%) is less than 0.1 mhos, then NOTIFY

6.8

[ Control Room Operator] LOG SS/SCO authorization of bypassing Main Steam Line radiation monitor and placing condensate demineralizer in sersice at the time the Trip Test switches are moved.

6.9

[ Control Room Operator] HOLD Trip Test toggle switches for the main steam line radiation detector drawers, PRM-1705-2A and C in the " TRIP TEST' position.

6.10

[ Control Room Operator] VERIFY downscale light illummates on PRM-1705-2A and C.

6.11

[Cor: trol Room Operator] MONITOR main steam line radiation on the B and D main steam line radiation detector drawers, PRM-1705-2B and D.

6.12

[ Control Room Operator] NOTIFY Chemistry Technician #2 and. Chemistry Technician #1 effluent valve 1-CD-2(A-G) is about to be opened, and PROCEED as follows:

NOTE l

Oxygen level and main steam line radiation level may not increase immediately upon opening the demmeralizer outlet valve. Delay time is approximately two (2) minutes.
