(NRC INSPECTION REPORT NO. 50-302/92-21)
This refers to the NRC's Systematic Assessment of Licensee Performance (SALP)
Report for your Crystal River facility which was sent to you on November 9,
1992; our meeting on November 20, 1992, at which we discussed this report; and
your written comments in a letter dated January 4,1993.
Thank you for your review of the SALP Report.
We understand that you are in
general agreement with the overall rating in each of the functional areas.
Also, thank you for your general comments on how we may improve the SALP
Report and presentation format. We will consider these recommendations for a
-
future SALP Program revision.
Your specific comments on selected areas of the report have been evaluated.
While r-
';nges to the SALP functional area ratings are warranted, page 19 of
the P
a SALP Report was revised to delete the second example in the third
full paragraph, which did not occur during this SALP period. The Initial SALP
Report, as revised on page 19, becomes the Final SALP Report.
In response to your comment that the " declining" trend noted in the
Radiological Controls area does not appear to be supported by the analysis
provided, we have reevaluated the basis for our original determination of
declining trend as well as the additional information you provided in your
letter.
Based on this reevaluation we determined that each of the factors you
address in your response was considered in the original evaluation as
documented in inspection reports during the SALP cycle, although not
specifically called out in the SALP report,
it is important to note that your
radiological controls program overall was considered excellent, as recognized
by a continued SALP "1" rating. However, during the assessment period, and as
documented in the radiological control inspection reports, we noted a number
of examples where your performance had fallen off to the extent that there was

a general indication of a declining performance trend,
Numerous. examples were-
identified during inspection _ activity within the assessment period that
indicated a less aggressive effort and less attention to detail in the pursuit
of reduced occupational exposure. On that basis we continue to believe the
identification of a declining trend in radiological controls during this
assessment period is warranted.
With respect to the Maintenance / Surveillance and Safety Assessment / Quality -
Verification areas, some improvements were noted by the SALP Board and
documented in the SALP Report.
Following consideration of your comments, your
noted improvements were considered by the SALP Board and determined to be of
insufficient magnitude to warrant a definite improving trend rating; which, if
continued, might result in a "1" performance rating for the next assessment.
With respect to the Erosion / Corrosion Program, many weaknesses were identiried
in the inspections conducted in June 1992 (NRC Inspection Re) ort No. 50-
302/92-14, dated July 15,1992). This area was_ reinspected )y Region 11
during the week of November 30 through December 4, 1992 (NRC Inspection Report-
No. 50-302/92-28, dated December 30,1992).
Paragraph 5 of the report points-
out that the applicable preventive maintenance procedure was revised to
correct the identified weaknesses, and that the program was strengthened
significantly by starting to implement the recently obtained EPRI CHECMATE and
CHECWORKS computer codes.
Significant improvements were observed in the
Erosion / Corrosion program.
The inspection report indicates you have turned a
comparatively weak program into a significantly improved Erosion / Corrosion
program.
Since this inspection was conducted after-the SALP period, the
results will be included in the next SALP report.
After the SALP presentation, the NRC met with the local officials and the
media to reaffirm the NRC's role and address any questions on items of mutual
interest.
The enclosures consist of a Revision Sheet, Final SALP Report, Meeting
Summary, the SALP presentation slides, and a copy-of your written comments.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of-
this letter, its enclosures, and any reply will be placed in the NRC Public
Document Room.
No reply to this letter is required; however, should you hase any questions,
I will be pleased to discuss them with you.
