This refers to the inspection conducted by Mr. G. T. Hubbard of this office on March 4-8, 1985, of your facility at Hartwood, Virginia, and to the discussions of our findings with you and members of your staff at the conclusion of the inspection ~.

The purpose of this inspection was to perform a technical evaluation of your equipment qualification test activities for safety-related equipment and to

-verify implementation of your corrective action on the nonconformances identi-fied in NRC Inspection Report Nos. 99900914/83-01 and 84-01. Areas examined during the inspection and our findings are discussed in the enclosed report.

Within these areas, the inspection consisted of an examination of procedures and representative records, interviews with personnel, and observations by the inspector.

During the inspection it was found that the implementation of your QA program failed to meet certain NRC requirements. The nonconformances listed in Appendix A are a result of personnel not following the requirements of National Technical Systems Quality Control Manual or IEEE-STD-323/1974; such as, initial-

.ing and dating documents and_ corrections to documents, timely issuance and followup of corporate audit reports, and listing test equipment and'their accuracies in test plans or test procedures. The specific findings and references to the pertinent requirements are identified in the enclosures to this-letter.

Please provide us within 30 days from the date of this letter a written state-i ment containing:

(1) a description of steps that have been or will be taken to t

correct these items; (2) a description of steps that have been or will be taken to prevent recurrence; and (3) the dates your corrective actions and preventive measures were or will be completed. _ Consideration may be given to extending your response time for good cause shown.
