Reference (a) requested that we provide additional information pertaining to Generic Letter 83-28, Items 2.1, 2.2.2, 4.5.2 and 4.5.3.

Attached are responses to questions concerning items 2.1 and 2.2.2.

ATTACHMENT Item'2.1 Lice'nsee.needs to submit detailed information describing his vendor interface program for reactor trip system components.

Information

. supplied'should state how the program assures that vendor technical information is kept_ complete, current and controlled throughout the life of the plant and should also indicate how the program will be implemented at ZION 1 & 2.

' Item 2.2.2 Licensee needs to present his evaluation of the NUTAC program and

' describe how it will be implemented at ZION 1 & 2.

The staff found the NUTAC program fails to address the concern about establishing and'the utility.

Accordingly the licensee will need to supplement his response to address'this concern.

This additional information

'should describe how current procedures will be modified and new ones initiated to meet each element of item 2.2.2 concern.

Response

The reactor trip system' components are treated as Safety-Related

. equipment and as such are within the scope of ZAP 6-52-5 under

-General Paragraph A.

. Coordinator for review;-existing ETI will be reviewed in accordance with section 2.0 of ZAP 6-52-5.

The evaluation and implementation of the NUTAC program has been

-described by means of the Nuclear Stations Division (NSD) Directive MO-2, Contro1Lof Vendor Equipment Technical Information, revision 2, March 4, 1985.

This directive is the source document from which the Zion Nuclear Station Administrative Procedure (ZAP) for Control of Vendor Equipment Technical Information was written.

.Both the Nuclear-Stations: Division Directive and the Zion Station

-Administrative Procedure adequately address those conditions under which vendor interface must be exercised and therefore established and maintained.

. The NSD Directive MO-2 meets.all of the requirements of the NUTAC program regarding vendor interface and supplements, clarifies and enhances that interface where necessary.

The ZAP was written in accordance'with NSD Directive MO-2 and therefore addresses those conditions'under which vendor interface should be exercised.

With regard.to vendors who-provide maintenance.or. testing services on safety-related equipment, the CECO Quality Assurance Manual

- assures that needed control over procedures and maintenance instructions is maintained by'all vendors.

The NSD' Directive-M0-2 and ZAP 6-52-5 are enclosed for your review.
