Monticello reactor pressure vessel. Ensed on discussions with the DRL rnd SS s,te f f working on thi s problem. -we estimate a totn1 required ef fort of 50 mnn-days, exclusive of travel. As we see it, this effort might be broken down into technien1' specialities es follows:

1. }1elding techniques - -- 8 man days
2. Frortection problems - 8 man-days
3. Non-destructive - 14 man-dnys .

4 quelity control - 12 men-dnys

5. Vessel design practices- H man-dnys Travel required in this project is estim,ted to be as follows: two trips to Philadelphia or other erection cite (one already has taken pince), one trip to fabriention pinnt et Birminphnm, Alabrma, two trips to Bethesda for meetings with staf f end appliennt (one scheduled _ for af ternoon of October 10 and all dcy October 11) cud two trips involving ACRS subcommittee end full conrnittee meetings.

The justification for the above c::penditure of ef fort is that. site assembly is a very sensitive " novel fec ture" that, if approved, will be proposed for a number of other resetor pir.nts (at this time Vermont Ynnkee is firm end-Duke Power Co. is a possibility) . Further, CB 6_1 reprents a new entry into tha irrge reactor-pressure vessel field. A-competent job must be done-on Mcuticello before the other proposals can logienlly be considered. It is not elcer that the regulatory stof f has the capability _ to: review n11 importent aspects of the site essenbly safety _ considerations. In_this'

_ regard, participation by a qualified' company such as Parameter is essential.

The schedule for this review is such that construction.startLis required by ~

1 ate spring or early summer. To this end, the final ACRS meeting should be o scheduled by February or March, 1967.
