d UNITED STATES NUCLEAR REGULATORY COMMISSION e
DOCKET NO. 50-263 NORTHERN STATES POWER COMPANY t
NOTICE OF ISSUANCE OF AMENDMENT TO PROVISIONAL OPERATING LICENSE AND NEGATIVE DECLARATION Notice is hereby given that the U. S. Nuclear Regulatory Connission (the Consnission) has issued Amendment No. 21 to Provisional Operating License No. OPR-22 issued to Northern States Power Company which revised Technical Specifications for operation of the Monticello Nuclear Generating Plant, located in Wright County, Minnesota. The amendment is effective as of July 1,1976, for Interim Technical Specifications.
The section regard-ing Environmental Radiation Monitoring Program is effective as of its date of issuance except the Air Particulate Mcnitoring Program which will become effective 120 days after the date of issuance.
The amendment permits the Northern States Power Company (the licensee) to operate the Monticello Nuclear Generating Plant with new limiting Condi-tions for Operation related to liquid and gaseous radwaste releases from the plant that have been stipulated by all-parties in the ongoing Atomic Safety and Licensing Board hearing.
The amendment also permits the licensee to modify its radiation environmental monitoring program in accordance with the Commission's requirements.

2 the Comnission's rules and regulations.
The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment. prior j
public notice of this amendment is not required since the amendment does not involve a signific6iit hazards consideration.
The Commission has prepared an environmental impact appraisal for the revised Technical Specifications and has concluded that an environmental impact statement for this particular action is not warranted because there will be no environmental impact attributable to the proposed action other 4
than that which has already been predicted and described in the Connission's Final Environmental Statement for the Monticello Nuclear Generating Plant published in November 1972, and that a negative declaration to t is effect is appropriate.
For further details with respect to this action, see (1) the applica-J tions for amendments dated October 15, 1975, and March 1,1976,(2) Amend-ment No. 21 to License No. DPR-22, and (3) the Commission's Environmental Impact Appraisal. All of these items are available for public inspection at the Commission's Public Document Room,1717 H Street, N.
W., Washington, D. C. and at the Environmental Conservation Library, Minneapolis Public Library, 300 Nicollet Mall, Minneapolis, Minnesota, A copy of items (2) and (3) may be obtained upon request addressed j
to the United States Nuclear Regulatory Commission, Washington, D. C. 20555, Attention:
Director, Division of Site Safety and Environmental Analysis.
