Notice is hereby given that the U. S. thiclear Regulatory Conmission j

(the Commission) has issued Amendment !:o. 20 to Facility Operating License l

No. DPR-22, issued to the Northern States Power Company (the licensee), which revised Technical Specifications for operation of the lionticello Nuclear Generating Plant (the f acility) located in Wright County, !!innesota.

The amendment is effective as of its date of issuance.

The amendtnent revises the lionticello Technical Specifications to incorporate more specific Limiting Conditions for Operation'for Average Planar Linear llent Generation Rate, Linear llent Generation Rate, and Maximum Critical Power Ratio limits.

The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. *1hc Commission has made appropriate i

findings ac required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.

Prior public

. notice of this amendment was not required since the amendment does not involve a significant hazards consideration.

4 The Commission has determined th1t the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental statement, negative declaration or environmental impact appraisal need not be prepared in connection a
