Quad Cities Station Units 1 and 2 Proposed Amendment to Technical Specification for Facility Operating License DPR-29 and DPR-30 NRC Docket Nns. 50-254 and 50-265

Dear Mr. Denton:

Pursuant to 10 CFR 50.59, Commonwealth Edison proposes to amend Appendix A, Technical Specification, to Facility Operating Licenses DPR-29 and 30 to reflect change in the R$ vault equipment and floor drain system.

Modifications were performed in all six R$ service water vaults.

Each vault now contains a sump pump which collects any floor and equipment leakage inside the vault and pumps the water pass two discharge check valves to the service water discharge line. The check valves will be checked each operating cycle to assure their integrity. The previous floor drain design merely had a pipe penetrating into each vault which was normally capped and required manual action to drain a vault floor. Previous equipment drains that led to the turbine building equipment drain sump have been permanently capped.

Accordingly, revisions to portions of Sections 3.5 and 4.5 of the Technical Specifications are necessary.

The attached proposed changes are enclosed in Attachments 1 and 2.

The attached change has been received both On-Site and Off-Site review and approval. We have reviewed this amendment request and find that no significant hazards consideration exists. Our review is documented in Attachment 3. Commonwealth Edison is notifying the State of Illinois of our request of this amendment by transmittal of a copy of this letter and its attachments to the designated State Officials.

Pursuant to 10 CFR 170, a check for $150.00 is enclosed.
