that vagueness op-incompleteness in these aFplications has, at times, caused delay in their processing, s

Soction 55.33(a)(4) of 10 CFR Part 55 requires that the applicant provide "A statenent that during the effective term of his current license the applicant has satisfactorily completed the requalification program for the facility fo which operator or senior operator license renewal in sought."

"Satisf actos fly completed" means that the licensee has been administered the annual examinations and has participated in the lecture series, as required, that he has participated in the on-the-job training; has been evaluated by -

supes vision regarding his performance during abnormal and emergency situations; and has participated in all the other portions of the approved requalification progsam.

Section %.J3(a)(4) was warded in this manner to preclude the need for l

the applicant to furnish the details of his participation in the program i

in his application for license s enewal, since it.was expected that he would be par ticipating in the program as submitted by the facility licensee and approved by the NRC.

.2-In order to avoid this of fice having to regaest additional information in conjunction with r enewal applications, we request that irdividuals who have completed all portions of the program use the term " satisfactorily completed the requalTrication program," in the renewal awlications. Terms such as

" actively engaged," " engaged in," "psrticipating in," should not be used to

' irdicate complete pai ticipatfon.

If the applicant has nnt completed all portions of the program, those portions not completed should be enumerated in the application for license renewal.

In addition, facility management should indicate what action has been taken, We recognize that or is to be taken, to compensate for the nonparticipation.
