N ATTACHMENT B Safety Evaluation Proposed Change Request No.113 amends the Beaver Valley Power Station, Unit No.1 Technical Specifications, Appendix A by deleting the iodine sampler cartridge applicable to the radioactive gaseous effluent monitoring instrumen-tation listed in Tables 3.3-13 and 4.3-13.

Description of amendment request:

The proposed amendment would remove the iodine sampler cartridge listed under the radioactive gaseous effluent monitoring instrumentation from Tables 3.3-13 and 4.3-13.

Basis for proposed no significant hazards consideration determination:

The Commission has provided guidance concerning the application of standards for determining whether a significant hazards consideration exists by provid-ing certain examples (48 FR 14870).

One of these, example (i), involving no significant hazards consideration is "A purely administrative change to the technical specifications".

The monitors specified in Tables 3.3-13 and 4.3-13.were incorporated into the technical specifications to reflect the requirements specified in the Radiological Effluent Technical Specifications (RETS).

After the RETS were incorporated by Amendment 66, additional iodine sampling and analysis has been installed.

Therefore, the iodine sampler cartridges are being removed from the radioactive gaseous effluent monitoring instrumentation of Tables 3.3-13 and 4.3-13 since charcoal filter sampling and analysis is performed by the effluent pathway monitors in accordance with Table 4.11-2, Radioactive Gaseous We3LL Sampling and Analysis Program.

Table 4.3-13 Table Notation Note (6) only applies to the iodine sampler cartridges which are being deleted, there-fore, Note (6) is no longer required and is also being deleted.

Therefore, since the above changes are administrative in nature and match an example for which no significant hazards consideration exists, we propose that this change be characterized as involving no significant hazards consid-eration.
