SUBJECT: NRC INSPECTION REPORT NOS. 50-325/92-30 AND 50-324/92-30

The NRC Systematic Assessment of Licensee Performance (SALP) has been

completed for your Brunswick facility. The facility was evaluated for the

period November 3, 1991, through October 31, 1992. The results of the

evaluation are documented in the enclosed initial SALP Report. This report

will be discussed with you at a public meeting to be held at the Brunswick

Visitor's Center on January 14, 1993, at 1:00 p.m.

The performance of Brunswick was evaluated in the functional areas of plant

operations, radiological controls, maintenance / surveillance, emergency

preparedne u , security, engineering / technical support, and safety

assessmen . giality verification. The assessment indicates that overall

performance in the seven functional areas remaining unchanged from the

previous assessment period. Actually, the chronology of performance was one

of a continuing decline in operational performance, a plateau of shutdown

performance and a slow improvement in recovery of the units in the most recent

months.

The performance of Brunswick declined in the early portion of the assessment

period as demonstrated by equipment problems, inadequate work controls and

coor corrective actions. The mid-portion of the assessment period was

iaracterized by instability of the organization and lack of management

nvolvement in the resolution of problems. Some progress has been made in

these areas during the latter part of the assessment period and there are

indications of improvement in the corporate-to-station interface. Continued

attention at all levels of management is necessary to ensure accountability is

inculcated in the organization, management expectations and a safety attitude

is developed throughout the staff, and work processes are improved to provide

standards of quality that will result in consistency of plant operations.

Seme positive indications in the area of self-assessment were noted but these

were largely offset by ineffective management oversight of corrective actions

in response to assessment findings. The overall maintenance program continues

to be a major concern. Large backlogs, emerging work and ineffective work

control /verificatic' continue to impede progress in this area.
