LaSalle County Station Unit 2 Proposed Emergency Technical Specification Amendment Change to the Main Steam Line Low Pressure Instrument Response Time NRC Docket Nos. 50-374 Reference (a): A. Schwencer letter to D. L. Farrar dated March 28, 1985.

Dear Mr. Denton:

Pursuant to 10 CFR 50.90, Commonwealth Edison (CECO) proposes an emergency amendment to Appendix A, the Technical Specification, for Operating License tPF-18. The proposed change revises the instrument response time for the Main Steam Line Low Pressure trip function in Table 3.3.2-3 from 1 to 2 seconds.

This emergency situation arises from the replacement of the existing Main Steam Line Pressure isolation instrumentation with environmentally qualified (EQ) equipment. Reference (a), Amendment No. 8 to NPF-18, extended the schedular requirements of License Condition 2.C.(5) from March 31, 1985 to November 30, 1985. Commonwealth Edison was expected to replace the remaining components at the earliest practicable time and we have proceeded to replace those requiring a unit shutdown during the current maintenance outage.

In late May, CECO personnel first discovered the new pressure switches could not consistently meet the less than or equal to 1 second response time required in Table 3.3.2-3. We took numerous steps to obtain conformance with Table 3.3.2-3 including extensive testing at various ramp i

Denton June 14, 1985 rates, discussions with the instrument supplier and General Electric and additional retesting with various instrumentation configurations (without instrument snubbers, modified snubbers, etc.). The testing was completed yesterday and the switches average response time remains at or about 1.1 seconds.

At this time removal of the EQ switches and reinstallation of the non-qualified ones would extend the current outage by 3 days and necessitate a forced outage of at least 3 days prior to November 30, 1985. An amendment increasing the response time to 2 seconds has no effect on the accident analyses in Chapter 15 of the FSAR and, specifically, the total MSIV closure time assumed in these analyses. Our detailed no significant hazards consideration is provided in Attachment 2. Finally, given that no effect on the acc ?ient analyses in Chapter 15 exists, CECO believes that the amendment involvt; no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radia-tion evnosure. Given our belief that the amendment involves no significant haza11s. consideration and has no environmental impact, we believe the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9).

The proposed amenament can be found in Attachment 1 and has been both On-Site and Of f-Site reviewed. We have reviewed this amendment request and find that no significant hazards consideration exists. Our review is documented in Attachment 2. Members of your Staff raised questions on the suitability of the new EQ switches and our justification is contained in Attachment 3. Commonwealth Edison has notified the State of Illinois of our request for this amendment and our appraisal on the question of no significant hazards by telephone call and transmittal of a copy of this letter and its attachments to the designated State Official.

This approval is required prior to Unit 2's return to service from its current outage. The scheduled startup date is June 24, 1985.
