On December 19, 1972, problem reported to your office onwhile investig%ce the torus-to-drywell vacuum breaker ati r 22, 1972, excessive leakage was detected past A0-2718 (suppression charnber purge inlet valve). This valve is an 18" offset disc butterfly valve with a "T" shaped inflatable seal (boot seal) for positi've seat sealing.

Testing orbeilar valves in the suppression chamber and drywell purge inlet and outlet systems TMs week revealed additional leaking valves and resulted in a a

dstcrmination on January 17, 1973, that a condition exists which recpires report-ing in accordance with Section 6.6.B.3 of Appendix A, Technical Specifications, of the Provisional Operating License, DPR-22. This occurrence was reported by telephone to the Region t il office of Regulatory Operations.

Since active investigations are un' der way to identify and resolve the cause of leakage, it was recputed that we be allowed to combine the 30-day re day with the 10-day reporting recpired by the more recent occurrence. port d;e to-The acceptability of this delay in the 30-day reporting was acceptable to both the Regulatory Operations Region ill representative and Mr. J J Shea of AEC-DL who I
