ENCLOSURE 1 NOTICE OF VIOLATION Alabama Power Company Docket No. 50-348 Farley.1

License No. NPF-2 i The ' following violation was identified during an inspection. conducted on March 18-22,' 1985.
The Severity Level was assigned'in accordance with the NRC Enforcement Policy (10_CFR Part 2, Appendix C).
10 CFR 50.54(a)(1). requires Alabama Power Company (APC0) to implement the Quality Assurance. Program described or referenced in its Safety Analysis Report.
Section 17.2.5 of the APC0 Quality Assurance Program requires that activities:affecting quality shall be prescribed by documented instructions, procedures or drawings and shall be accomplished in accordance with these instructions, procedures or drawings.
Administrative Procedure FNP_-0-AP-52 establishes administrative controls for identifying, controlling, scheduling, authorizing, and documenting maintenance and maintenance-related activities.
Section 7.5.16.1 of Administrative Procedure FNP-0-AP-52, states, in part, that revisions to _the work sequence must be approved by the appropriate
-Group Supervisor or.his designee.
Contrary to the ;above. the work sequence specified on Maintenance' Work Request No. 107514 was changed without appropriate review and approval.as
. specified in Section 7.5.16.1 of Administrative Procedure FNP-0-AP-52, Revision 5.
This is a Severity Level.V violation (Supplement 1).
. Pursuant :to 10 CFR 2.201, you are required to submit to this office within 30
' days of the date of this Notice, a written statement or explanation in reply, including:' -(1) admission or denial of the alleged violation; (2) the reasons for the violation if admitted;'(3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and_(5) the date when full compliance will be achieved.
Security or safeguards information should be submitted as an enclosure to facilitate withholding it from public disclosure as required by 10 CFR 2.790(d) or 10 CFR 73.21.
