" Degraded Core Accident Hydrogen Control Program" 1.0 Introduction This quarterly status report is submitted to comply with the Grand Gulf Nuclear Station (GGNS) Unit 1 Operating License. This requirement specifies that Entergy Operations Inc. should provide quarterly reports outlining the status of the ongoing research program to address degraded core hydrogen control requirements.
This report covers the fourth calendar quarter of 1992, ending Decenber 31, 1992.
This report includes brief summaries of any submittals made by Entergy operations this quarter, along with summaries of any meetings between the NRC Ste.ff and Entergy Operation;.
Entergy Operations is participating in the Hydrogen Control Owner Group (HCOG) which is conducting generic research and analyses to resolve the degraded core hydrogen control issue.
Since the work completed by HCOG parallels Entergy Operations' program to resolve this issue, this report also includes any summaries of meetings between the HCOG and the NRC.
The meeting summaries and program status information as stated herein do not reflect a formal HCOG position with respect to any issue, but represent Entergy Operations' interpretation of these activities.
2.0 Sununary of Entergy Operations, Inc. Submittals On December 23, 1992, in GNRO-92/00157, the Grand Gulf Nuclear Station submitted its response to Generic Letter 88-20, " Individual Plant Examination for Severe Accidents Vulnerabilities".
This submittal addressed our evaluation of vulnerability to an interruption of power to hydrogen igniters, which was required by the Generic Safety Evaluation Report relating to the Mark III Containment Hydrogen Control Rule.
The GGNS IPE conducted a sensitivity analysis simulating the presence of a backup power supply to the hydrogen igniters.
It was concluded that release reduction was minimal and that installation of backup power supplies would not be cost-beneficial.
Further details, i.e.,
results of the sensitivity analysis and evaluation of.the cost /
benefit implications, are included in the December 23, 1992 submittal.
3.0 Summary of HCOG and NRC Heetings No formal meetings were held between Entergy Operations or HCOG and the NRC during this quarter.
t 4.0 Hydrogen Control Program Status The generic'research and generic analyses conducted by HCOG to resol"^ the degraded ccre hydrogen control issue are complete.

The SER documented the NRC's review of the generic Hydrogen Control Program and delineated which issues were considered closed by the NRC and which required additional action by the HCOG and/or the individual utilities.
The Hydrogen Control Owners' Grc,up submitted two documents in response to the NRC's concerns (i.e., HGN-137, dated April 29, 1991 and HGN-138 dated April 30, 1991).
In July 1991, the Staff 3
indicated that review of these submittals had been initiated.
5.0 Status of Significant Issues The GGNS response to Generic Letter 88-20 " individual Plant Examination for Severe Accidents Vulnerabilities", addressed the Generic SER issue relating to a plant-specific evaluation of a backup power supply for the hydrogen ignitors. Appropriate actions have been taken to resolve this concern. This issue is considered closed.
6.0 Planned Activities for the First Quarter 1993 Entergy Operations will continae to support current activities conducted by the Hydrogen Control Owners Group.
These activities are required in order to achieve final compliance with 10CFR50.44, i.e.,
submit final plant-specific reports.
