This letter refers to the telephone conversation on June 19, 1985, between Mr. Jack Hind and other members of the regional staff and yourself and others concerning inadequacies identified in your vital area access control program at the Donald C. Cook Nuclear Plant.
Based on the matters discussed, it is our understanding that the following actions will be taken by the licensee by June 22, 1985:
A.
Visually inspect each designated vital area barrier that is described in the approved D. C. Cook Security Plan, including walls, floors, ceilings, and doors to ensure that no penetration in the barrier reduces the penetration resistance of the barrier. The inspection will lyclude a verification that access to vital areas cannot be gained threagh an unsecured or unalarmed penetration.
B.
Each " Request for Change" (RFC) and " Plant Modification" (PM) feurrently in progress or planned, will be reviewed by a cognizant licenreae plant employee to ensure that any future physical modifications to vital area barriers are reported to the security organization prior to the commencement of such modifications.
The results of the inspection and verification activities will be telephonically provided to Mr. James R. Creed, Chief, Safeguards Section (312) 790-5500, Region III no later than June 24, 1985.
If your understanding of our discussion is different from that stated above, please inform this office immediately.
